Philips and discussion on the topic of “Implementation Review of the Kosovo-Serbia Dialogue” that will take place at RIT Kosovo (A.U.K) on September 28\, 2017 at 11:30 A.M. \nAlthough the Kosovo-Serbia Dialogue was established to build confidence and enhance stability in bilateral relations\, beyond some small steps on technical issues it has fallen short of expectations. This continues to impede both countries’ progress towards membership in the EU and full normalization of relations. David L. Phillips has just completed a report that reviews the progress in the dialogue and proposes a road-map for effective mediation on important bilateral issues that would enable both governments to put the contentious past behind them. \nDavid L. Phillips is Director of the Program on Peace-building and Rights at Columbia University’s Institute for the Study of Human Rights.
